2022
The Central Electoral Commission again chose Ciela Norma AD as public procurement contractor for the organization of the machine voting on the parliamentary elections on October 2, 2022, as well as for the partial elections for mayors on October 9, 2022 and on October 23, 2022.
In addition to the impeccable organization of the vote in the fall, an absolute record was also achieved in the use of voting machines - less than 0.4% defective devices.
Ciela 7 - the new version of legal and information software that we offered to users in the summer, allowed for improved speed of operation. The new platform also guarantees full use of all types of devices, including tablets and mobile phones.
2021
In June, the company offered the new product "Archive of the State Gazette" on the market. It contains digitized old editions of the State Gazette. It currently includes 8 200 items - from 1920 to 1947 (138 000 scanned pages).
In the past year 2021, Ciela Norma AD was the contractor of several public procurements related to the organization of logistics, transport and service for the early Parliamentary elections on April 4, 2021, the early Parliamentary elections on July 11, 2021, the elections for the National Assembly and for the Election of the President and Vice President (in two rounds) in November 2021.
More than 3,200 people were hired and engaged in the organization - programmers, warehouse employees, call center operators, technicians in the country and abroad, drivers, etc.
The organization of so many elections in one year is unprecedented in the history of Bulgaria. The Ciela Norma team did an excellent job with the tasks at hand achieving only 0.32% machine downtime on Election Day.
2020
Ciela Norma AD becomes the owner of the largest book exchange in Bulgaria - "Iskar" Exchange in the city of Sofia. The contract on the acquisition of the property was signed by the executive director Veselin Todorov on June 11, 2020. The modern building is used by nearly 50 of the largest publishing houses and sellers on the book market in our country.
2019
At the beginning of 2019, Ciela Norma AD presented its newest product - "Ciela School Journal", developed with the assistance of experts in the field of education. "Ciela School Journal" is a modern web-based learning process management platform designed for principals, teachers, parents, students and administrative staff in schools. This is the first electronic school journal that, since May 2020, has been integrated into the Microsoft Teams distance learning platform licensed by the Ministry of Education and Science.
For the elections for members of the European Parliament in the month of May, Ciela Norma AD has been chosen for the fifth time to be the contractor of a public procurement with the subject - machine electronic voting for 3000 specialized devices with installed software. Voting machines are manufactured and programmed according to the rules of the Election Code of the Republic of Bulgaria. The partner is the Dutch company "Smartmatic", which is globally recognized as one of the best in the production, delivery and maintenance of voting machines. The project includes logistical provision of equipment to the 2 000 section election commissions in the country, service, as well as organization of training for operating the devices.
2018
"GDPR Guide" is the new product of Ciela Norma, created on the occasion of the adoption of the General Data Protection Regulation (Regulation (EU) 2016/679 of the European Parliament and of the Council of Europe of April 27, 2016). It contains the European and national legal framework and forms for all procedures, comments and clarifications.
Two months later, Ciela Norma launched "GDPR Assistant", which includes the functionalities of the "GDPR Guide", as well as an additional structure with 4 registers and a "My Documents" structure.
Ciela Norma AD is an organization for training mediators approved by the Minister of Justice and is entered in the register of mediation training organizations at the Ministry of Justice.
2017
At the end of September 2017, the specialized information system "Ciela Regulations and Practice" is divided into two separate products - "Ciela Regulations" and "Ciela Practice", which continue to be developed and supplemented with up-to-date information, acts and forms at the service of customers
2016
In the presidential elections at the end of the year, machine voting is no longer experimental, but a real alternative to the traditional vote with paper ballots. The Ciela Norma team serviced and technically secured 500 polling stations selected by the Central Election Commission. According to official data, the votes cast by machine voting were 45 869.
2015
Ciela Norma AD provides electronic voting machines in 50 sections for local elections in Bulgaria.
On September 15, the company opened an web store for online orders of legal information software - e-ciela.net. The store offers various payment options, and product activation is done in a few easy steps.
2014
Ciela Norma AD was commissioned for the first time to implement a project for experimental machine voting - in 100 polling stations for the elections for members of the European Parliament and in 300 stations for the parliamentary elections. The company's partner in the contract for software development and delivery of voting devices is the international company Smartmatic.
Ciela Norma AD launches "Buyer Profile" - an information system for public procurement. It is the only system at the time providing complex modules for publication, management and notifications according to the procedures of contracting authorities under the Public Procurement Act (PPA). The software application is a web portal with login for both contracting authorities and contractors. The product makes it possible to search for public procurements, download tender documents and fulfill all regulatory requirements according to the Public Procurement Act.
2010
Ciela Soft and Publishing AD merges with the software company Norma AD - this is how Ciela Norma AD was born. The new company continues to develop in the legal information software development, printing, publishing and distribution of a wide range of literary publications.
2009
Ciela buys a new modern building at 9 Vladimir Vazov Blvd. The office space is shared by the software developers, product managers, sales team, Ciela publishing team, legal consultants and project managers.
2008
The Ciela IT team, together with scientists from the Bulgarian Academy of Sciences, are developing a system for "Voice recognition of the Bulgarian language".
The company is involved in all major projects of the Bulgarian e-Government, including the Integration System for e-Government, the portal of the National Commercial Register, the digital introduction of the National Commercial Register, portal and database relating to decisions of the Bulgarian courts, Human Resources Management System, System for Judges, etc.
2006
Ciela creates a "National Education Portal" on the order of the Ministry of Education.
In the same year, the company began to develop the future chain of bookstores, as well as a chain of specialized legal bookstores in the largest Bulgarian cities. The company becomes an official partner of the "Publicworld" chain. Today, bookstores are mostly located in large shopping centers for greater accessibility and more convenience for customers.
Ciela is a partner and exclusive supplier of books in retail chains, gas stations and hypermarkets located throughout the country.
2004
Ciela becomes a Microsoft Certified Partner. As a member of the Microsoft Partner Program in 2014, he acquired a Gold Competency in Volume Licensing and several Silver Competencies. This is a great recognition of the professionalism of the company's software specialists.

The company introduced a quality management system ISO 9001:2001, and in 2013 - an information security management system according to the international standard ISO/IEC 27001:2005, as well as an information technology management system, service management ISO/IEC 20000-1:2011. Until today, Ciela Norma AD continues to maintain three international management systems according to the latest versions of international standards: quality management system ISO 9001:2015, information security management system ISO 27001:2013, as well as ISO 20000-1:2018 - IT service management system. The management systems have been successfully protected and maintained over the years, which guarantees the quality of the company's services and customer service.
2000
Ciela begins to develop another line of business - event management. Today, the company is proud of many years of experience in organizing more than 500 conferences, seminars and trainings on legal and economic topics, as well as those intended for public administration employees.
Ciela owns the trademark "National Legal Conference". To date, 22 forums have been held, where Bulgarian and foreign specialists in various fields explain and discuss important problems in the field of law.
1998
The Company develops specialized software for keeping official archives of notaries and notary offices, created under the name "Nota Register". In July 2009, the product became the property of the Notary Chamber of the Republic of Bulgaria and is already popular under the name "Notarius Futurum". Today, it is provided free of charge to notaries for indefinite use, and the company Ciela Norma AD provides its technical support for more than 20 years now.
1997
Ciela begins to produce legal information software for quick and easy access to regulations and documents in the field of Bulgarian and European law, accounting, taxes, insurance, foreign trade and customs regime. The information processed and provided in electronic form allows review and comparison of current and archival data, retrieval of quick references and tracking of regulatory and procedural changes. The products are available as a desktop application after disk installation. Today, legal information systems are more often used on the Internet - CielaNet, as well as through the WebServer application.
1991
Ciela was registered in January as a business consulting company and a publishing house of legal publications, manuals and monographs in the field of law. Today, the catalog of the publishing house includes over 3 000 titles from Bulgarian and world literature. For more than 20 years (until 2016) it has had its own printing base.
1985
Norma is one of the first software companies in Bulgaria. It started as a specialized enterprise for software development and created the first legal information system in our country with the Bulgarian legislation, called "Bulgarian Law". In 1999, Norma was privatized by a worker-manager collective. Over the years, the company has given a start and opportunities for professional development to dozens of IT specialists.
